If you have the latest version of HikaShop, these fields should be required.
There is a JS check on it, and a php check.

When you click to this button "contact us for more information" and you write the message, because we have also the Hikamarket, this message goes to the Vendor of the product but we want this message to be sent to the administrator of the platform. I searched the configuration of the Hikashop and HikaMarket and I didn't find anything. Any ideas?

You're right, there is no option in HikaMarket for that.
I will fix in for the next release (1.4.2) but for the moment you can edit the file " administrator/components/com_hikamarket/classes/mail.php" and replace By: So it will skip the override of the contact email.
