Strange behavior in backend

Going to this url we are getting attached screen. It's in all browsers like this.

This indicates a fatal error.
Activate the "error reporting" and "debug mode" settings of the Joomla configuration and try again and check for the error message at the bottom of the page.
It will give valuable information on the source of the issue.
