Prefix & Suffix for Shipping Methods Restriction

Hi, we find that there is 2 input field in shipping method -> restriction , can you explain abit how we can use this two fields?

The prefix and suffix fields allow you to set a restriction on the post code. For example, if you enter 21 in the prefix field, the shipping method will only appear on the checkout if the post code of the user shipping address starts with 21.

is that any other field that can work on city field?

Just like this, it's not possible without some custom code or a plugin...
Now, maybe if you precise what you want to achieved with context and purpose w can find another solution.
