Credit Card Payment for Everyone

I'm using almost every zone option in custom fields (tax zones, shipping zones, etc), but I would like for the credit card payment to show for everyone, no matter what.
Currently the credit card payment is not showing (specifically since adding tax zones).
How can I make sure that the credit card payment option shows up for everyone no matter what.

Remove the zone restriction in the payment method options screen. Also, make sure that you didn't select a Shipping method restriction and a currency restriction and it will always be displayed as long as the current currency is supported by the payment gateway.
