UPS Plugin Shipping Error was created by lawful3

I'm getting a shipping error "Error while sending XML to UPS. Error code: 110308. Message: Invalid or unsupported origin country code" I've searched the forums for the same error and attempted to correct the problem. I have not been able to correct the problem and I've noticed that the sub zones have some blank sub zones and I cannot delete them by selecting the delete icon "trash can".
