Minimum price, manual shipment

There is a small error in the manual shipment plugin:

When specifying $20 as the minimum price limit, the system won't accept a $20 order, but starting from $20.01 it will...
So there is a > instead of a >= probably...

It's actually working this way.
The problem may come from you product. Since we are rounding the price, your product price with tax must be something like 19,999999...
That's why the shipping method doesn't display.
Just add 0.0000001 to your product price (to get a 20.000000001 taxed price) and it should solve the problem
