Manual shipping plugin wont save zone was created by bmorrelltx

I am trying to restrict shipping by zone. Zone one is US and the other zone is Canada. SO I created shipping rates then tried to restrict by zone. Only one of the rates saved the zone, I can't get the other rates to save the zone??
