Shipping method problem

I seem to have another issue since upgrading to the latest version.
I have set some manual shipping methods for the USA and one for all other countries.
It worked fine until I upgraded. Now all shipping methods show no matter what country a customer is from.
I have tried resetting them but no help, my shipping methods that have a zone of USA are showing for international customers.
