Paypal Payment with Credit Card non members

I have set up the shop and all works.

except when I come to the payment page of Paypal I have to sign up for a paypal account in order to make the payment. And the Credit Card option for non paypal customers is not showing up.

I use the Hikashop Paypal plugin.

Do you think the reason might be that the seller account on paypal is new and not confirmed yet? Or do you have any other explanation?
