The cart popup is turned on, but it does not appear.

Hi,

In most browser, you have some debugging tools.
In Firefox, you can open the "error console" thanks to the shortcut "Ctrl+Shift+J" (or by the "web development" menu).
In Google Chrome, you can see the "JavaScript console" thanks to the shortcut "Ctrl+Shift+J" (or by the "Tools" menu).

And, with a link to your store, we could have a look on it
