Shipping Method By State

I would like to add a shipping method by state, if spain have by example 30 states i need to create a shipping price for 28 and a shipping method for 2, how can i do it?

You need to go in the menu System->Shipping methods and create new shipping methods.
If you have one flat shipping fee, you will need one shipping method per state. If you have 2, you will need two shipping methods per state.
You can also regroup states with similar shipping rates into shipping zones by creating new zones via the menu System->Zones and the states as subzones. Then, you can use these shipping zones in your shipping methods and they will apply to all the states and thus that will reduce your number of shipping methods.

But i cant choose only the states in new shipping method, what should i do? create a new zone in zone called spain 2 and just put those two places and afterwards create a new shipping methos with this zone or not?.
What i want is that when the customer select its state the shipping price automatically update depending on the state he is living.

Why can't you choose states for shipping methods zones ?
Everyone else sure can so you should be able to do it too.
There is no need to create a shipping zone for one state.

this is my window for shipping, i can only choose country, where can i put the states?
