New Shipping Method

My client offers a payment method similar to "Check".
They offer to keep customer credit card information on file and then charge the credit card when an order is submitted. They call it "Charge Credit Card on File". This is in addition to "Check". I don't see that option in the shipping modules. Am I missing it? If not, is there a way for me to copy and edit the "check" module?

You can use the collect on delivery or western union plugin for that. Just change their name and description and then override their translations (for the message on the end step of the checkout) as explained there:
