Custom Shipping Methods

How do I set a custom shipping method to only be available to those with an address that is within a set postcode (zip code) or city.

What do you mean by "custom shipping method" ?
You can restrict manual shipping methods by zip code ranges in the options of the manual shipping methods.
You can access the shipping methods configuration via the menu System->Shipping methods.
