How do I enable Instant Bidding notification emails for HikaAuction?

I think the option you are looking for is "Show shortcuts to other category products" that you can enable via "Hikashop->System->Configuration->Display".

That's probably because your cron wasn't triggered/configured, to properly configure it you should follow that documentation :

I have no CRON option on my install, is it another plugin.

If you don't have access to the cron menu through your back-end, that probably means that you are using a free versions of HikaShop, and the Cron is only available through commercial versions of Hikashop.

Else, you should actually find it through the "Cron" tab of the page "Hikashop->System->Configuration".
