Different Shipping Prices Depending on State

i want the program to calcule the shipping prices depending on state choosed.
if you send to 1 of them is one price
all the others another price
i tried creating to manual shipping methods
one just the state i want to send
and in the other all the states selected but the one i created first but it just select the first one of the list
the other option i tried was selecting all the country but in shipping method both options are displayed and i dont want this

I think that the easiest way is to edit the view "checkout / shipping" and add a foreach before the current foreach to check if the shipping method for the state is present.
If it's present, unset the other shipping method, else do nothing.

I Think is a great idea and even as i think i understood you my problem is that i don´t know anything about php so if you could be so kind as to paste the code i´ll be very pleased, thank you

What you can do is create a new zone, with all the states but the one present in the shipping method.
Then apply the global shipping method on this zone.

I will be easier.
