I understand. That's also the conclusion we came to.
It just feels a bit wrong to ask guest shoppers to click on a button to confirm their address, and then even give them the possibility to add other billing addresses afterwards when they are checking out as guests. When the guest cutomers clicks on "Next/Confirm address", a "New" button appears allowing him to add other billing addresses. That belongs more to a checkout for registered customers.
I think it would be better if one-page checkout had one single button, the "Submit/Pay" button, and if adjustments need to be done to taxes and shipping costs based on the billing/shipping address, they could perhaps by done dynamically via the country and state drop-down menus.
Those two competing websites have such a very simple one-page checkout where fees and taxes update themselves based on the drop-down menus (they are the largest retailers of musical equipment in Europe):
