Issue with PayPal Checkout

I am having an issue with the PayPal Checkout payment plugin. It is happening on multiple browsers, so it isn't a browser specific issue.

What is happening is you can choose PayPal in the checkout and click the Submit Order button. On the next screen you will see the PayPal button that you click to make payment through PayPal. What happens next is the issue.

As soon as you click the PayPal button, a pop-up window appears in the middle of the screen, and there are no contents in that window. It is just white. Behind that window, as a modal pop-up over the page, is the PayPal payment window. So the empty pop-up window is covering what the end user needs to complete payment. We are loosing customers because they get confused and likely close the window thinking that the transaction is complete.

Has anyone else had this issue? If so, how did you fix it?
