How to order a product only 16 at time

We are selling bottles of auto oil of 1 LT. But the client can order packages of 16 bottles.

So he can order 1 package of 16 or 2 package of 16 or 3 package of 16 and etc etc only with multiple of 16.

How can this be accomplished?

It will actually depends on how you want to manage your products but a solution can be to create 2 different products one for your bottles and one for your packages o 16 bottles.
