Dual taxes appearing on separate checkout phases

Here in Quebec/Canada, we have 2 taxes to apply;

5% for Canada
9.975% for Québec

I have both setup and grouped in a tax group as they should

When adding to cart (unlogged), the cart shows the first tax. Once logged in (with a proper Quebec based address), the cart only shows the Quebec tax ?

What can i be doing wrong here ?

Hi Danny this is the setting i'm using for our store hope it will help you a bit

So we've used those setting to implement those hellish little Canadian money grabbers

Step 1
Create the the taxes rate (Always start by GST then the other ones)
system > taxes > Manage rates (see image tax-rate) (Save first then creat sub zone(s))
