free to use or unassigned status?

i am not sure what exact difference is between those two status types?
Can you explain? does "Free to use" mean that serial is sold as a free serial?

please give me some kind of example, beacuse i hvae read documentation 3times, but i fail to understand from it.

When i manually change order status to confirmed, i need one serial to get attached to that order in front end.....
