It works. I installed wamp and now it works!
(I tried to configure php.ini but I had the same problem)

Nicolas ...if i use a starter version and setup everything. After confirm everything find can i upgrade to business edition without loosing what i have done on starter edition?

Yes won't loose anything when upgrading. We still recommend you that you do a backup with akeeba backup before installing/updating any extension on your website, just in case :)
