Tax Zone

What is the difference between setting the Main Tax Zone in configuration with a specific country and clicking System > Taxes > Click New and setting the Zone there?

Do you need to set both for the tax zone in your country?

1. As the documentation say :

You need to select your zone here. Some countries might have different taxes on a per-state basis so you will want to specify here your state rather than your country. That parameter will be used to calculate taxes. Also, before a customer enters his address, the system will also use this zone as the customer zone to calculate taxes

2. No, you can for example just set your tax zone through "System->Taxes"
