Countries and States Problem

i unpublished all the conuntries except spain, but when i go to register the states assocciated to spain are french.
i seems that france states are by default if i choose england it happens the same the only way i found to fix it is 2 countries and as soon as i change to the other it is fixed.
any help?

You need to go in the menu Display>Custom fields and configure the default value for the address_country and the address_state fields.
