paypal over charging the tax

Hi Have update to the latest Hika shop Version and still have a problem with paypal the correct price is shown in hika shop check out but when it comes to paypal then the tax is wrong
NZ tax is 15% but when the paypal payment comes in its being charged at 16% can any one help please i have attached two screen shots
