shipping setting by unit as kg/weight and size how?

You can create several manual shipping methods via the menu System>Shipping and use the minimum/maximum weight/quantity restriction fields there to restrict each shipping method to a different range of weight/quantity and have a different shipping price set for each shipping method.

i did but not working still by wieght and size price there are no at fornt end?

The restrictions on the shipping methods is working fine.

So you just have to create many instance of this shipping method and use the restrictions on weight.
For example one instance for weights from 0 to 1kg with a price of 2€, another one from 1.01kg to 2kg and price of 3€, etc.
Also note that you can use the "Use price per product" option to have a dynamic price.

If you want something more dynamic then it will require to develop a custom plugin.

Ok but the best in that case will probably be to set :
- The first shipping (15€) method "minimum-maximum weight" options to 5-15 KG
- The second shipping (10€) method "minimum-maximum weight" options to 0-5 KG
So that your customers will only have ONE shipping method to choose regarding the content and weight of their order.

It's basically the same.
In that case create manual shipping methods like this:
from 0 to 1.5kg => 2€
from 1.5 to 2.5kg => 4€
from 2.5 to 3.5kg => 6€
...etc...

It's been more than a week that we keep telling you to do that (create several shipping methods and set min/max weight restrictions).
There is no need to keep sending PMs to everyone of the moderation team about this question. We can't answer anything else than this answer since that is the answer to your question. Especially that you're using HikaShop Starter and that such personal support is normally limited to commercial editions of HikaShop.
