why hikashop has two places to set prices & minimum quantity (1 & 2 on my pic)

Like it's said on the documentation :

Minimum quantity per order : You can set the minimum of products to buy. You can, for example, do wholesales.
Maximum quantity per order : You can limit the number of products a user can buy at once. That enables you, for example, to avoid people buying all your stock when having

Regarding the Minimum quantity option of the "price" tab, you'll just have to use it if you want to set different prices regarding different quantities.
