Sure, you'll just have to use options of the "Prices" tab through your product configuration page.

The solution will be to create :
- One price with the "Price" option set to $15 and the "Quantity" option to 1
- Another price with the "Price" option set to $100 and the "Quantity" option to 9

11.11 X 9 = 100 (with the option rounded price is activated)

The NT$100 price is wrong. It should be instead 11.11111
You need to always enter the unit price in your products.
When you set a price with a minimum quantity, it means that this unit price will be used only if there is as much quantity for that product in the cart, but it's still a unit price.
