Two product quantity fields at checkout.

My client needs a plugin that will allow her customers to order fabric by two fields 1) yard 2) 1/4 yard, 1/2 or 3/4 like this link: www.fabric.com/buy/ff-305/kaufman-essex-...nen-blend-denim-blue .

so in other words it would be price x 100% times the number of yards plus 0% (no partial yard) 25% (1/4 yard), 50% (1/2 yard) or 75% (3/4 yard).

I can do this in variants, but that is too many variables when the number of whole yards can be an infinite amount.

In your case, I would create a custom field of the table "item" of the type "dropdown" for the selection of the aditional 1/2 1/1/4 or 3/4 yard on the product page, and then a small plugin to override the price of the product in the cart based on the quantity and what's entered in that custom field.
This would require the Business edition, and the development of that plugin, which can be based on the width*length price override plugin that we offer in the "How to sell products by Width and Length ?" section of our FAQ:
