The most simple way, is to use for all your payment method Restrictions settings, see my screenshot :


Then your customer will be able to reach the checkout, but no payment method will be displayed, then maybe you want add in your Checkout Workflow a text block, in order to provide a notice information to your customer about why there are no payment method.
Component => HikaShop => Configuration, and Checkout tab

In the text area, instead of entering your text, enter a translation key. Then, under the Languages tab of the HikaShop configuration, edit your language files and in the override area on the right side, add a row for the translation key with the text you want.
That way, you'll be able to have the text in different languages.

A translation key is a set of keywords that can be dynamically translated at display time, learn more here .

In details, a translation key is written like this :
CONTACT_EMAIL_TITLE="Contact request"

And so, of course, here you have to create your own Translation key and for any of your languages files his translation version.
