question about manual shipping

Hi
I install hikamarket and have next little problem with manual shipping plugin for my vendors: if vendor not set weight another user who want buy product of this vendor cant see shipping method but i dont have any restrictions in plugin and hika configuration option.

PS. Some time ago i ask about that problem for myself and some from hika support saying add weight in my products and that help me and its was ok for me. But now i wanna fix that and if vendors leaves a field (weight) empty customers must see shipping methods anyway

Why don't you force the shipping regardless of weight ?

strange because i was sure i enable this option and when enable english language for back-end dont look at this when make screenshots...

PS. when i try mass enable/disable payment/shipping plugins in hika config i have 403 error long time dont use and dont know when its happening

open hika - payment methods or shipping methods - when check few plugins and push publish or unpublish i receive:
403 - An error has occurred.
Access forbidden
Return to Control Panel
