new product, keep getting no shipment

USPS error: 80040B19 XML Syntax Error: Please check the XML request to see if it can be parsed.
Failed to obtain shipping quotes.
No shipping method found

This is a new install. We have one product for purchase. I have setup and enabled the USPS plugin but can't get it to work. Attached are my configuration screen shots. It is not necessary for us to charge for shipment as the rate was included in our product price. Can't we just skip the method all together? Or can you help me setup it up?

The problem is probably coming from the fact that you didn't set any "USPS webtools user ID" through your USPS configuration page.

Ah OK. I am Canadian hence my lack of knowledge about USPS. My client is in NH. How does one obtain a USPS ID number?

Well, we are not really dealing USPS number ID so you should ask them how to get this number.
I also fell like Google could help you on that... Anyway, you'll find the answer easily if you look for it
