latest versions

one EU country - FREE shipping ( thats no problem)
but the rest EU - payed. How can I do that? All EU excluding one country?

Hi,

You have to create a new zone via the menu System > Zones which will include all the countries where the shipping has a fee.
Then set two shipping methods, one free and restricted to the EU Zone, and another one with fees and restricted to the previously created zone.
