how to vary shipping price with 3 locations

Greetings, I don't know if this question have been asked.
Please i've a client who wants his shipping prices varied like: location "A" will be free, location B will be $20 and location C will be $50. how do i go about it. thanks

The solution will just be to create 3 manual shipping methods, with different prices and value for the "Zone" option.
