Shipping price depending on shopping cart value-

im not able to set the shipping price correct for free shipping when 14,99 € cart value are reached.

You probably have the "include virtual product price" option of your shipping methods turned off and no weight in your products so the system sees your cart with a total amount of 0 for products to be shipped and thus you always see the same shipping method.
