Probably it's caused by your configuration.

It would be good if you could post screenshots of each of the two shipping methods, and the configuration of Checkout and Shipping & Payment in the backend under -> System -> Configuration -> Checkout.

Meanwhile you may try to disabling Auto-selection and/or Auto-submission of shipping and payment (see 112.jpg). If there is no problem with the restrictions of your shipping method, this may fix it.

1. I trust you have entered weights for your individual products. Please double-check.

2. Keep in mind that if there is a product (or multiple thereof) in the cart where its weight (or the total of multiple products) is outside the weight restrictions set in the shipping method's configuration, the system will be unable to find and display a shipping method in the checkout.
So, you'll need to configure multiple shipping methods each with restrictions set so the entire range of possibilities is covered, e.g.:
a) min 0 to max 0.25kg -> $11
b) min 0.251 to max 0.5kg -> $13
c) min 0.501 to max 1.0kg -> $15
... and so on, and then maybe
x) min 50.01kg -> $150
... or whatever you prefer for your customers.

1. In 03_...jpg, your screenshot is cut off too soon again. Further below, you'll find a dropdown "Product type". Set it to "Shippable goods", then you'll see the "Weight" field, and you'll be able to enter product weights.

4. First you'll need to set zones for Asia etc, each including the countries you want (-> System -> Zones). Then you can set additional shipping methods with shipping price $0.00 for free shipping without any weight restrictions, but with restrictions to "Zone" and "Minimum price".
So, according to previous examples:
aa) Zone "Asia" & min price $100 -> $0
bb) Zone "Europe/USA/Canada" & min price $150 -> $0
... and so on.

Eventually you'll need to put these new "free" shipping methods first in the order of all shipping methods.
Eventually you'll need to add a zone for your existing "non-free" shipping methods, e.g. HK/Macau.
Eventually you'll need or want to set "Auto-select default shipping & payment methods" back to Yes.

Just think what you need, then use logic with general configuration and the restrictions to set things up so that all you need is covered.

By Creating a custom shipping zone via "Hikashop->System->Zones", adding in it every country but not US, and then by using that custom shipping zone through the "Zone" option of your payment/shipping method configuration page.
