control minimum order

i have a problem with checkout.
I have to control minumum order quantity and block order but nothing Happen and order is created.
I have activated restriction in shipping method.
Can you help me?

Can you provide a screenshot of what you have in the menu System>Shipping methods ?
Also can you provide a screenshot of your checkout before submitting the order so that we can see what you have ?

So you have set the restriction in the shipping method, but this one is used only if there is at least 5 products in the cart.
If there is less products and your products don't have weight, the customer can order.

What you have to do is to set a weight to your products to force the use of shipping method and in this case the restriction will be applied.
