Shipping or Pickup not showing

The option(s) to ship or pick up are not showing on the cart or at check out.

Also, Once you proceed to check out, the state defaults to France. Is there a way to set default to USA?

If you don't see any shipping methods on the checkout it's either that you removed the "shipping" view from the "checkout workflow" setting, or that your products don't have a weight and the option "force shipping regardless of weight" is turned off in the HikaShop configuration.
