Shipping restrictions not working

I have a shipping restriction for order amounts only under 400 dollars however I tested with an order that was over this amount and the method still shows as available.

Hi,

There is no such issue as far as we know.
So it's probably just a problem with how you setup your shipping methods.
For example, if you have the "include virtual product prices" setting of your shipping method turned off, products without a weight won't be taken into account for the calculations on the minimum and maximum price settings.
Same with the "with tax" setting of your shipping methods.
