How to calculate shipping to other countries?

I have the shipping set up correctly it someone orders from within the USA, but if they order from outside the USA, they are not charged for shipping. Do I need a different plugin for every country or does the USPS plugin calculate the rates when shipping outside the USA? If so, how do I set up the USPS plugin to calculate the shipping to other countries? Is there documentation for how to do this?

It will also work for customers with addresses outside the USA.
So it's just a matter of configuration. In your USPS shipping method, make sure that you selected the international shipping services and not only local ones.

Yes, the international shipping services are already selected, but it still does not charge for the services. Here is a snapshot.

In the "restrictions" area, you've selected the USA in the "zone" setting, indicating that you want that shipping method to only display for the USA. Remove that restriction and it will work for all the countries.
