shipping by percentage total in increments

i want to setup shipping to charge by a percentage based the amount total of bill in increments, and perhaps make it for 3 different zones (groups of states USA) is there a tutorial on this?

West
eg: $1.00-$100.00 = 25% , $101.00-$500.00 = 20% , $501.00-$1500.00 = 15%

East
eg: $1.00-$100.00 = 20% , $101.00-$500.00 = 18% , $501.00-$1500.00 = 13%

Central
eg: $1.00-$100.00 = 18% , $101.00-$500.00 = 15% , $501.00-$1500.00 = 10%

i figured out part of it but it will not add the percentage from the total price in cart

I read this, it implied that you could set a shipping fee based on the percentage of the total of the products purchase price.

yet if you go here and add a product, ilsindustriallight.com select California on check out and add a item under 100 dollars it will not charge the 25 percent i set in admin area, *****************see attached image.

any idea why? I cleared my cache, refreshed, I am stumped

You have a zone restriction, you have a price percentage ; that's good.
But what's the rest of the shipping configuration ?
What are your other shipping configured methods ?
