not able to set minimum total for free shipping

hi, i tried to set free shipping for order total over $300, and amount below $300 will be charged $20 flat, i created 2 manual shipping methods, the first one i set a maximum amt of $300 and the second one i set a mimimum of $300.01 for free shipping. now even the total is over $300, the free shipping is not showing up. Any idea.

Hi,

Please provide details about your shipping configuration.
You might need to include "virtual price" in order to include also product without weight.
You also have to check the "with tax" setting.
