I didn't understood what you really wanted to do, can you give me more information about it ? Do you want to enable your customers to add multiple shipping addresses per order ?

inserted data billing wanted you could choose as shipping address between:
- Address provided by the customer (new or equal billing)
- Pick up at the store / office (list of cities)

If you want to let the choice to you customer to choose between a shipping to their shipping adresse or directly come to your store to get their products, the solution will be to create 2 manual shipping method via "Hikashop->System->Shipping methods" :
- One for the shipping
- One for the "pick up at the store"

If you don't have a lot of "office" you can create one manual shipping method per office, else you'll have to develop a custom shipping plugin which will require development skills.
