shipping for second variant are not calculated

I thought i do it right
The shipping cost for different product is ok at checkout..
But when i add the same product with different variant the shipping cost not calculated all the shipping price in cart.

I am using this formula for shipping cost:
1item - Fee
2items - Free
3items - Rm11
4items - Rm13
5items - Rm21
6items - Rm22
7items - Rm22
8items - Rm22
9items - Rm29
10items - Rm32
