1. Yes. You need create create several manual shipping methods via the menu System>Shipping methods. In each you'll find the "minimum post code" and "maximum post code" restriction options to configure the zip code range for each shipping method.
Once you have the shipping methods setup, you'll see that HikaShop will automatically filter the shipping methods based on the post code of the shipping address of the customer during the checkout.
2. Yes it's possible as well. You'll want to activate the "shipping price per product" setting of your shipping methods. Then, in each product, you'll be able to block the shipping methods you want when the product is in the cart:
