Free shipping on orders over 50 Euros does nto always work

We have two shipping methods for addresses within Italy:

- Free for orders over 50 Euro
- Euro 6,00 for orders less than 50 Euros.

However, this seems to applied inconsistently. For some products it works, others it does not.
For example on the page in link given, ordering even 100 packs of gum, the free shipping is not applies.

Any ideas?
