The total of your order is too high for all the possible shipping methods

-- Joomla version -- : 3.9.12
-- PHP version -- : 5.6

Hello,

I have an issue with the shipping methods,
the 1st issue is with the free shipping method in which the minimum price is 71euros, this does not work at all.
2nd issue is with all countries except europe (i have created a tax zone and added all other countries there), at the checkout page if i change the Quantity to 5 or more items i get this message "The total of your order is too high for all the possible shipping methods".
I don't understand what i'm doing wrong.

Firstly, if you're restricting your shipping methods by your order price, then can you set the "Include virtual products price" option of your shipping methods to YES via "Hikashop->System->Shipping methods" and test it again ? Thank you.
