fee based on quantity in cart

Hello, is it possible to adjust shipping fee based on quantity in cart?
Example: if the cart is 199€ shipping is 10€ and if a card is 200€ and more, shipping price is 8€

Sure, you'll just have to create different manual shipping methods with different prices based on the situation, using the "Minimum/Maximum price" options.
