Shipping to some city's

Hello,
I am looking for a way to make shipments in my own municipality for free, and to charge a certain amount in 4 specific cities around me.

Is this somehow achievable

You'll actually have multiple solutions which will be :
1. Create different custom zones via "Hikashop->System->Zones" and use the "Zone" and "Minimum/Maximum post code" options through your shipping methods configuration page.

2. Use the geocoding plugin which will enable you to restrict your shipping method to a radius of X km around your cities :
