Free delivery - various tax - error

The problem is that i have free delivery on a certain basket value. When there are products with one tax in the cart - free delivery is calculated correctly. If there are products with different taxes in the basket - free delivery is not charged In this case, the sum of products for one tax must exceed the set value, despite the fact that there are other products (with different tax) that charge the required value of the basket. Where is problem?

Can you test it with the "Include virtual products price" option of your shipping methods set to a different value ? Thank you.
