Require Shipping Address to Match Billing Address

Hello, We have been dealing with fraud issues and have determined that for security we must require online orders to ship to the billing address used on the order.

Is there a way to require the shipping and billing address to match at checkout?

Can this be applied to specific products? (perhaps i could set these products to ship from an alternate warehouse that has these restrictions in place?)

There is no option to do that.
That would be possible with the development of a custom plugin.
